Project General Description
The proposed operation supports the new Government to close the FY2025/26 financing gap. This is an ADB Loan of USD 304,000,000 (Three Hundred and Four Million United States Dollars) to the Republic of Botswana to finance the Governance and Economic Resilience Support Programme (GERSP). The GERSP is designed as a one-year General Budget Support (GBS) operation covering the fiscal year (FY) 2025/26. The proposed operation is considered as a transitional intervention to help address Botswanaβs short term fiscal challenges while creating opportunity for engagement on the new Governmentβs medium to long term development agenda which will be articulated in the Twelfth National Development Plan (NDP12, October 2025 to March 2030) (currently under preparation). It follows a request dated 22 November 2024 by the Government of the Republic of Botswana (GRB). The GERSP builds on the Bankβs previous support to Botswana through the Economic Recovery Support Program (ERSP) while pursuing support in emerging areas. Reforms supported through the GERSP are organised under two mutually complementary components: (i) Strengthening Fiscal Sustainability and Transparency; and (ii) Enhancing Economic Revitalization for Job Creation and Inclusive Growth.
Project Objectives
The overarching development objective of GERSP is to support economic governance and inclusive growth through improved fiscal performance and greater private sector participation in the economy.
Beneficiaries
The programβs direct beneficiaries are the various MDAs whose reforms are being supported by the operation. These are: Ministry of Finance; Botswana Unified Revenue Services; Public Procurement Regulatory Authority; Ministry of Trade and Entrepreneurship; Ministry of Labour and Home Affairs; Ministry of Minerals and Energy; Ministry of Environment and Tourism; Directorate on Corruption and Economic Crime; Ministry of Lands and Agriculture; Ministry of Youth and Gender Affairs; Ministry of Communications and Innovation; Bank of Botswana; and Companies and Intellectual Property Authority. The private sector will benefit from improved investment opportunities in agriculture, tourism and industry and PPP opportunities. The MSMEs will benefit from improved policy framework and access to affordable finance, markets, and business skills. Ultimately, the program will indirectly benefit all Batswana through an expanded fiscal space for pro-poor social spending.
