π Tender Overview
The project fully implements the PCI 10.12 GreenSwitch, which aims to increase security of supply, quality of service and flexibility, allowing the integration of largescale RES, electric vehicles and heat pumps in the transmission and distribution networks of Slovenia, Croatia and Austria. The project will reinforce and digitalize the transmission and distribution grids in Austria (AT), Croatia (HR) and Slovenia (SI), by modernizing the electrical infrastructure (HV/MV substations and lines), installing new ICT (Information and Communications Technology) components and developing control system applications. More specifically, the project's scope consists of three work packages with different activities at the transmission and distribution levels and one horizontal activity for management and coordination: (WP1) Project management and coordination is of horizontal nature and includes effective management and coordination of the project to ensure quality and timely implementation of the activities, such as technical and financial supervision, communication and stakeholderβs engagement. (WP2) Increase operational efficiency and transmission grid controllability in HR and SI consists of the construction of new power control devices, HTLS (high-temperature low sage conductors), the upgrade of DTR (dynamic thermal rate) and the integration of all new components in the SCADA/EMS (Supervisory control and data acquisition / Energy management system). The Wide Area Monitoring System (WAMS) in HR will be also upgraded to improve the security of supply and quality of service, including new transmission system applications and ICT infrastructure. (WP3) Sector coupling integration (power, heat, mobility) in SI consists of the development of large-scale connection points for e-mobility and waste heat extraction systems on power transformers, with the aim to improve the sector coupling and incorporate potential new users. (WP4) Increasing distribution grid efficiency, security of supply, cross-border and RES hosting capacity in AT, HR and SI consists of the construction and automation of primary and secondary substations, HTLS conductors, shunt reactors, MV (middle voltage) closing-loops and cross-border emergency connections, as well as the integration of smart grid elements, ICT equipment and the upgrade of the ADMS (advanced distribution management system) functionalities. The project will be carried out by internal and external resources. The projectβs main deliverables are as follows: - Power control devices (SSSC and PST) integrated in the operational systems in SI and HR; - HTLS conductors on HV OHL Senj-Brinje integrated in the operational system of HR; - Six SI-HR cross-border lines and nine transformers integrated in the upgraded DTR system of SI; - OPFP commissioned and PMUs integrated in the WAMS of HR; - Two heavy-duty connection points and seven fast charging connection points commissioned in SI; - Waste heat extraction systems commissioned in 11
