Project General Description
The Public Administration Management Support Project (PAGAP) is fully in keeping with the third aspiration of the African Union’s Agenda and the 16th Sustainable Development Goal (ODD).PAGAP will support the Republic of Guinea-Bissau in achieving the third aspiration of Agenda 2063 entitled ‘an Africa of Good Governance, Democracy, Respect for Human Rights, Justice and the Rule of Law.’ The project will specifically target the second goal of this aspiration which is to ‘promote capable institutions and transformative leadership in place.’ Under SDG 16 entitled, Peace, Justice and Strong Institutions , this support specifically contributes to the achievement of the targets relating to the fight against corruption and the establishment of accountable and transparent institutions at all levels. PAGAP is also consistent with the implementation of the Bank’s CSP 2022-2026 for Guinea-Bissau focused on the following single priority area: ‘Support structural transformation focused on infrastructure and governance reforms for inclusive growth.’
Project Objectives
The project’s overall objective is to build the central government’s capacity to exercise its basic functions through improved public finance management by strengthening public resource management and building revenue mobilisation capacity. The specific objectives are to: (i) strengthen public resource management by (a) improving public sector wage bill management, (b) establishing a more efficient public procurement system, (c) enhancing public investment management and (d) improving gproject and reform planning and implementation; and (ii) building public revenue mobilisation capacity through (a) sustained digitalisation and (b) by building human resource capacity in the tax and customs administrations.
Beneficiaries
The top eight (8) project beneficiaries are: (i) the Directorate-General of Public Administration (DGAP); (ii) the Office of the Prime Minister; (iii) the Directorate-General of Planning (DGP); (iv) the National Institute of Statistics (INE); (v) the Public Procurement Regulatory Authority (ARCP); (vi) the Directorate-General of Public Procurement (DGCP); (vii) the Directorate-General of Contributions and Taxes (DGCI) and (viii) the Directorate-General of Customs (DGA). Indirectly, the project will benefit the population of Guinea-Bissau, which will benefit from PAGAP value-added, in particular, through improvements in the supply of basic public goods and services to the population, by reducing the country’s fragility and ensuring more effective mobilisation and use of public resources which will help to accelerate economic growth.
