Scope of Work:
Construction of Hassyan Sea Water Reverse Osmosis (SWRO).
Description: The project is DEWA’s first Independent Water Producer model (IWP) project. DEWA adopted the IWP system for the Hassyan desalination plant following the success of the Independent Power Producer (IPP) model at the Mohammed bin Rashid Al Maktoum Solar Park projects. The SWRO project is expected to commence production in 2023.The SWRO desalination plant will use the most efficient, proven and reliable state-of-the art technology available at the mark. The plant will supply the DEWA water transmission network to ensure sustainable supply. Advisory services provided by the consortium include reviewing existing UAE legislation and regulatory framework, IWP Developer tender document preparation, soliciting development and investment market interest, financial model development, IWP Developer tender submission management and evaluation, development of supplemental agreements, commercial negotiation, concluding a water purchase agreement, and financial closure with the developer. The scope also includes the preparation of a project marketing plan, participating in marketing activities, local and international roadshows, workshops, and the provision of training for the IWP concept. The Project will be commissioned in phases by 2025-2026.
Financing entity includes a mix of local and international commercial lenders (Standard Chartered bank, MUFG BANK, LTD, Emirates NBD Bank, Korea Development Bank, Commercial Bank of Dubai, Abu Dhabi Commercial Bank, China Construction Bank, Agricultural Bank of China, Arab Petroleum Investments Corporation, Sumitomo Mitsui Trust Bank, Industrial and Commercial Bank Of China Limited, Boubyan Bank, and export credit agency (Saudi EXIM)).

May 2023- ACWA Power and Abu Dhabi National Energy Company submits lowest bid for 120 MIGD Hassyan Desalination Project in UAE.
December 2022- Dubai Electricity and Water Authority (DEWA) received 29 expressions of interest (EOIs) to implement the first phase of its 120 Million Gallons Per Day (MIGD) Hassyan Sea Water Reverse Osmosis Plant (SWRO) Project using the Independent Water Producer (IWP) model.
October 2022- Dubai Electricity & Water Authority P.J.S.C. (DEWA) announces the appointment of advisors for the 120 million imperial gallons per day (MIGD) Project in Hassyan. DEWA appointed a consortium of companies, including Deloitte, WSP and Addleshaw Goddard, to provide consultancy services.
August 2022- Dubai issued EOI for 120MIGD Hassyan IWP. Due date- 8 September 2022.
On June 2019, Dubai Electricity and Water Authority (DEWA) released an invitation for interested companies to apply for Expression of Interests (EOIs) for the 120 million imperial gallons per day (MIGD) Hassyan Sea Water Reverse Osmosis (SWRO) project, for competent companies that work based on the Independent Water Producer (IWP) model to enter the project.
