Description
The proposed program will support the Government of Cambodia's efforts in achieving its targeted urban and water resilience, economic growth, poverty reduction, and sustainable development goals. It will include reforms and institutional strengthening of municipal service providers and long-term urban and regional planning of climate- and disaster-resilient urban infrastructure and services to deepen impacts and sustain infrastructure and systems. The program will finance priority short- to medium- term investments and associated institutional strengthening activities needed to (i) improve, expand, and sustain disaster- and climate-resilient urban areas, infrastructure, and services; and (ii) promote water security for cities and districts in about 14 provinces.
Project Rationale and Linkage to Country/Regional Strategy
Increasing impacts of climate and disaster risks on urban populations. Cambodia faces high vulnerability and exposure to climate and disaster risks, with 25% of the population (about 4.4 million people) estimated to be affected annually. The country is vulnerable to erratic rainfall, severe flooding, storms, prolonged drought, and extreme heat. Climate projections show these hazards will intensify, with annual economic losses expected to increase to $10.6 billion by 2050. The impacts of climate change and disasters are particularly strong for urban communities. In 2024, the population of Cambodia's cities was estimated at 4.6 million, accounting for 26% of the overall population. With increasing population growth and rural-to urban migration, the urban population is expected to increase to 6.8 million, or 35% of the overall population, by 2040. Approximately 9.5% of the urban population lives below the national poverty line and many urban dwellers reside in poor living conditions with inadequate access to clean water supply and improved sanitation. Inadequate access to resources and essential services hinders effective adaptation responses and resilience-building efforts particularly among the urban poor, women, and other vulnerable groups. Cambodia's growing urban population will face heightened exposure to escalating climate risks in absence of adequate adaptation measures implemented in existing and new urba
