📋 Tender Overview
The intervention supports, in the marginalized region of the Hautes Steppes, a set of community development dynamics initiated by decentralized and decentralized authorities and supported by active community participation to improve the living conditions of citizens and reduce vulnerabilities. The SDC will bring its added value through its experience in democratic local governance and inclusive local development
Background Tunisia has been engaged in a process of democratization since 2011. Twelve years later, institutional and economic dysfunctions expose the country to major political and social risks that could compromise the democratic gains made as well as the stability of the country. At the local level, municipalities only have limited prerogatives and resources in the face of considerable needs and cannot, on their own, assume responsibility for local development. Thus, it becomes necessary for all local actors forming a community on the local territory (local elected officials, decentralized state services (SDE), citizens, civil society, private sector, local media) to join their efforts within the framework of structured collaboration to reduce exclusion and vulnerabilities.
The Hautes Steppes region continues to be the most relevant territory for the intervention because the needs are more accentuated there (the economic and social indices are the lowest at the national level) and (2) Switzerland is recognized for its support continues to this region.
Objectives The project aims to contribute to improving the living conditions of citizens, particularly vulnerable and excluded populations, through better civic engagement of the community and active participation of the population.
