πŸ“‹ Tender Overview

Swiss Cooperation is contributing to the activities of the Mukwege Foundation in the Central African Republic (CAR) for 2025-2027 to improve support for survivors of conflict-related sexual violence, the vast majority of whom are women and girls. Despite the efforts undertaken by the Government, support for survivors in Bangui and the rest of the country remains inadequate, and conflict-related sexual violence remains a serious and persistent problem.

The project in brief
Background The nature and extent of conflict-related sexual violence committed in the Central African Republic (CAR) over the past twenty years are difficult to ascertain, primarily due to a lack of reliable data. The widespread nature of these acts across the country coincided with the collapse of state authority (2013-2015). Since the signing of the Peace Agreements (2019), the Central African authorities have implemented various mechanisms, such as the 2024-2028 Action Plan of the Strategic Committee for Combating Conflict-Related Sexual Violence and the Joint Rapid Intervention and Repression Unit for Sexual Violence (UMIRR). However, survivors, the vast majority of whom are women and girls, deplore significant shortcomings in access to specialized medical care (reconstructive surgery, comprehensive psychological care), support for their socio-economic reintegration, and access to justice.
Objectives Survivors of sexual and gender-based violence in the Central African Republic have improved their physical health, emotional well-being and resilience through better access to holistic care, solidarity and peer support within survivor networks, and a protective and supportive environment.
Target groups Direct beneficiaries: more than 1,300 survivors of sexual violence and conflict-related or cultural gender-based violence, as well as women and girls suffering from serious gynecological disorders. Indirectly i) family members of survivors and community actors, ii) psycho-medical students who will benefit from university programs with strengthened content on the prevention of and response to sexual and gender-based violence and holistic care, iii) survivors of sexual violence and other patients.
Medium-term outcomes
Survivors of sexual and gender-based violence, as well as women and girls suffering from serious gynecological disorders, have better access to quality holistic care.
Survivors have access to a safe space, emotional first aid, and can develop and participate in survivor-led prevention and awareness activities, thanks to a strong national survivor network.
Actors at the community, provincial and national levels are engaged and equipped to prevent and respond to sexual violence in a coordinated and survivor-centered manner.
