Description
The project concerns the construction of the Saint-Ouen Grand Paris Nord university hospital campus, which will bring together on a single site a hospital structure housing the medical and surgical activities of the AP-HP Bichat and Beaujon hospitals, as well as a university structure bringing together the teaching and research activities of the University of Paris Medical Training and Research Units (UFR) and the UFR of Oral and Dental Medicine for the whole of the Ile-de-France region.
Objectives
The grouping of medical specialties on a single site will allow for the development of spaces adapted to the installation of the latest technologies and the implementation of the necessary clinical and organizational developments. In addition, the physical proximity to the university facilities planned on the same campus will promote interdisciplinary interactions and create better conditions for teaching and research in the medical field. The project is fully in line with regional public health plans and specifically aims to improve the quality of services provided, adapt them to the current needs of the population, strengthen the attractiveness of the hospital in the region and improve the working conditions of staff. It should thus generate significant economic benefits in terms of public health and social well-being for the entire population.

Environmental aspects
Directive 2011/92/EU, as amended by Directive 2014/52/EU on Environmental Impact Assessment (EIA), does not specifically cover hospital activities, leaving it to the competent authorities responsible to decide whether an EIA is necessary based on the location and scale of the works concerned. However, healthcare facilities may fall under Annex II of the Directive with regard to urban development. In this case, the project is subject to environmental permitting and an EIA. Public buildings will have to meet, at a minimum, the energy efficiency targets set out in Directive 2010/31/EU on the energy performance of buildings and Directive 2012/27/EU on energy efficiency. The project should contribute to climate action and environmental sustainability (CA&ES) objectives, in particular climate change mitigation. Environmental aspects will be verified during appraisal.
