Description
The proposed TA will support the implementation of the Asia Clean Blue Skies Program (ACBSP), ADB's corporate program for improving air quality in Asia and the Pacific. This is one of the programs that will support implementation of pollution pillar, one of the three pillars in the proposed Environment Action Plan (EAP). The program is supporting DMCs on upstream policies, plans, strategies, capacity building on air quality and at the downstream level identification, preparation and implementation of clean air solutions and investments. The support will be targeted at specific cities, DMCs and regions that face chronic air pollution issues including transboundary pollution. Given that clean air solutions also reduce greenhouse gases (GHG) and generate health co-benefits, the tasks under this TA will be closely aligned with the Climate Change Action Plan (CCAP) and the Climate and Health Initiative.
Project Rationale and Linkage to Country/Regional Strategy
Air pollution is the most urgent environmental health challenge. It caused about 8.1 million deaths globally in 2021. About 67% of these deaths occurred in Asia. In 2023, 99 of the world's 100 most polluted cities were in Asia. 83 of the 99 cities were in India. Air pollution has severe economic consequences due to increased healthcare costs and loss of productivity. The cost of health damage caused by air pollution was estimated to be $8.1 trillion, equivalent to 6.1% of GDP globally in 2019 and as high as 9.3% of GDP in East Asia and the Pacific and 10.3% of GDP in South Asia and ADB is responding to this challenging situation by implementing the Asia Clean Blue Skies Program.
The key drivers of air pollution in the region are multifold comprising a complex mix of causes and conditions ranging from weak policies, capacity, institutional
