According to Somaliland's Second Phase Health Sector Strategic Plan 2017-2021 (Second Phase Health Sector Strategic Plan, HSSP II, 2017-2022), the country's Health Management Information System (HMIS) has the ability to "provide accurate and real-time health Information, as a tool to solve problems, to provide scientific data for planning and intervention", and to produce quarterly reports and increase management efficiency as its goal. However, at present, the level of informatization in medical institutions in Somalia is not high, and hospital operations are still mostly manual operations. Some systems that have been imported into international organizations or non-governmental organizations based on the needs of the plan have not been promoted. At present, the country still lacks the actual needs of hospitals. The hospital's medical information management system; the hospital's operation process is complicated, which shows that the hospital's management ability needs to be improved. This project will cooperate with Chung Ho Memorial Hospital affiliated to Kaohsiung Medical University to assist the selected hospital in developing an integrated medical information system according to the needs of the country, and assist in the construction of personnel capabilities, so as to improve the overall efficiency of hospital medical information management, so that the selected hospital can upload Reliable medical records are sent to the Ministry of Health and Development, and the problem of data collection and utilization by the Ministry is solved at the same time. The content of this plan includes: 1. Strengthening the electronic function of medical information; 2. Strengthening the function of hospital management.

Program goals:
The overall objectives of this plan are as follows:
1. Strengthen the electronic function of medical information
(1) Assist in training system development, management and maintenance personnel
(2) Assist in the development of medical information systems that can integrate and exchange information according to requirements
(3) Improve the information infrastructure of the Ministry of Health Development and selected hospitals
A. Build a total of 6 server rooms and set up servers in the Ministry of Health Development and selected hospitals.
B. Install computer equipment in 5 selected hospitals and set up a network environment so that the hospitals can use the system and upload the data to the Ministry of Health and Development.
