Civil registration and vital statistics (CRVS) systems are crucial for fostering inclusive societies. They enable evidence-based decision-making, which is essential for designing equitable and gender-responsive programs and services that improve women's health outcomes. Integrating CRVS systems with other data systems will provide the necessary data to drive progress towards the 2030 Sustainable Development Agenda.
Despite global investments and progress, significant gaps remain in the completeness of birth, death and marriage registrations, especially in relation to women and girls. These challenges were exacerbated by the withdrawal of donor funding for census data collection and demographic household surveys in low- and middle-income countries, collectively contributing to what has been characterized as a global data emergency.
The Centre of Excellence for Civil Registration and Vital Statistics Systems was founded in 2016 by the Government of Canada and incubated at IDRC to be a global public good for sharing best practices, advancing thought leadership and providing technical assistance to national CRVS authorities. In October 2021, the Centre of Excellence transitioned to the United Nations Population Fund, further solidifying its mandate to strengthen CRVS systems globally.
This project seeks to strengthen and position civil registration and vital statistics systems as enablers of actionable data for womenβs health and wellbeing and the equitable delivery of public services. It will consolidate and extend work in this field by documenting results, advancing knowledge and promoting sustainable financing. The project will also foster stronger alignment and integration of data systems to reduce fragmentation and drive gender-responsive health and equity outcomes.
