Description
Evaluation capacity development (ECD) and knowledge management are important parts of the mandate of the Independent Evaluation Department (IED). The 2008 Independent Evaluation Policy emphasizes the importance of ECD. ECD is also an important pillar in IED's Strategic Directions, 20232026, which stress the importance of ECD for improving the influence of evaluation findings and for promoting a learning culture for evidence-based decision making. This technical assistance (TA) will contribute to deepening evaluation capacity and to strengthening knowledge sharing in order to improve institutional capacity and results.
The proposed regional TA will support the evaluation knowledge sharing and evaluation capacity development of ADB's developing member country (DMC) officials and institutions.
Project Rationale and Linkage to Country/Regional Strategy
Evaluation plays a crucial role in good governance. It promotes transparency and public accountability, contributes to citizens' trust, ensures evidence-based decisions, and encourages learning. The proposed TA responds to the needs of ADB's DMCs to enhance development impact through improved accountability and learning. While accountability and learning are critical, they are most effective when they are embedded within robust monitoring and evaluation (M&E) systems.
The TA will also facilitate regional and global knowledge sharing on evaluation through the AEW, which will promote cross-learning and sharing of good practices among ADB's member countries and with other regions, including Africa and Latin America. IED has strengthened both the scope and format of the AEW based on feedback from past AEW events as well as from lessons from previous ECD TA projects.
This TA will be closely aligned with an ongoing ECD TA that supports the 2025 AEW and the project evaluation capacity of ADB's DMCs and emphasizes the importance of knowledge management for improving project performance and policy decisions. Both TA projects aim to enhance the evaluation skills of DMC officials and they focus on two complementary but distinct areas. The key outputs from the ongoing TA include evaluation capacity development programs for DMC officials to enhance their skills in project self-evaluation through training modules, peer learning, and knowledge exchange through events such as the AEW.
