π Tender Overview
This project addresses intersecting HDP needs of conflict-affected women, girls, men, and boys, including IDPs, vulnerable host communities and returnees across Sudan. It strengthens resilience and social cohesion through flexible, locally owned, integrated approaches led by Sudanese actors. Leveraging Saferworldβs partnerships, it enables Mutual Aid Groups to respond to needs identified by them. It links immediate assistance with conflict-sensitive peacebuilding to lay groundwork for recovery. Core principles are local leadership, inclusion, and adaptive delivery for people-centered outcomes.

The project in brief
Background Sudan is experiencing one of the worldβs worst humanitarian crises following the outbreak of civil war in April 2023 between the Sudan Armed Forces (SAF) and the Rapid Support Forces (RSF). The conflict has led to mass displacement of nearly 13 million people and caused more than 30 million people to be in urgent need of humanitarian aid. Basic infrastructure has collapsed, more than 70% of health facilities are non-functional, vaccination rates have dropped significantly, in addition to facing outbreaks of Cholera. Human rights violations have escalated dramatically, particularly in Darfur and North Kordofan, where the RSF has been accused of committing massacres and ethnic-based violence. Famine conditions are worsening in several regions, with increasing levels of malnutrition, especially among children. In response to the deteriorating situation and the restricted access faced by international actors, grassroots networks such as MAGs have stepped up, delivering vital aid and reflecting Sudanβs long-standing culture of local solidarity, known as βNafirβ.
Objectives To address the intersecting HDP needs of conflict-affected women, girls, men, and boys, including IDPs, vulnerable host communities, returnees, and people with disabilities, across Sudan, by strengthening resilience and social cohesion through flexible, locally owned, and integrated approaches led by Sudanese actors.
Target groups IDPs, host communities, returnees, and people with disabilities
Medium-term outcomes 1. Immediate survival and protection (humanitarian support). 2. Reducing tensions and fostering community cohesion (peacebuilding). 3. Institutional capacity strengthening in support of frontline responders to the crisis.
