Description
The proposed TA will support sustainable, inclusive, and resilient growth in Pakistan by aiding the implementation of the Government of Pakistan's new National Economic Transformation Plan (20242029) Uraan Pakistan and aligning with ADB's strategic priorities. It will focus on enhancing institutional capacity, supporting policy reforms, integrating sustainable practices, and fostering digital transformation. The TA will also assist in improving the processing and implementation of ADB projects by strengthening project readiness. Enhanced project readiness can reduce startup delays and shorten the project completion cycle.
Project Rationale and Linkage to Country/Regional Strategy
Pakistan is a lower middle-income country trapped in a low growth cycle. Growth has become more volatile and unsustainable over time, with growth spells becoming shorter. Unsustainable and uninclusive growth is a consequence of several structural and institutional constraints. The Government of Pakistan launched a robust National Economic Transformation Plan (20242029) called Uraan Pakistan in December 2024 to rejuvenate Pakistan's economy, promote sustainable development, and drive inclusive growth. Uraan Pakistan is a comprehensive initiative that addresses the critical areas essential for Pakistan's development and is designed around the 5Es framework. The proposed TA aims to support the Ministry of Planning, Development, and Special Initiatives (MPD&SI) in the successful implementation of Uraan Pakistan.
