Description
The proposed technical assistance (TA) aims to help address Armenia's need for knowledge solutions by deepening policy and institutional insight and capacity within counterpart agencies. It will enhance upstream knowledge support for demand-driven policy, advisory, and strategic assessments of development agendas, as well as aid in the planning of innovative and sustainable programs and projects that incorporate climate- and disaster-resilient elements. The TA will provide comprehensive knowledge solutions to meet the operational and thematic priorities of the country partnership strategy, 2019-2023 of the Asian Development Bank (ADB) for Armenia. In line with ADB's Strategy 2030, the TA will also enable ADB to engage proactively with Armenia in finding holistic and sustainable solutions to the country's complex development challenges.

The TA will support Armenia's development agenda with economic and investment analyses of potential projects for ADB financing and by engaging the government in sector priorities. The economic and financial analyses will allow for the assessment of projects' financial feasibility and strategic impact, contributing to the government's strategic development outcomes. The TA will also support the preparation of a pipeline of future investment projects in Armenia. Additionally, it will facilitate the necessary policy and institutional environment, and capacity-building efforts that encourage forward-thinking, gender-responsive, innovative, and practically relevant projects. Finally, it will provide knowledge solutions, promote transparency, and help assess the efficiency of allocated resources.
The TA also aligns with Armenia's knowledge needs and priorities, as outlined in the country partnership strategy and country knowledge plan, by focusing on stronger governance, enhanced education and health care, infrastructure improvements, and increased climate and disaster resilience. It will deliver knowledge and support for evidence-based policymaking, provide financial analyses for sustainable investment decisions, and produce and disseminate knowledge products. The activities will also include capacity
