Description
The technical assistance (TA) will support Kazakhstan's objectives toward emission reduction and renewable energy development. The proposed TA will undertake various studies and tests to prepare options for potential full-scale rehabilitation of the Almaty Hydropower Plant Cascade, the oldest hydropower plants (HPPs) in the country. The refurbished Cascade will provide clean energy supply to the largest city and ancillary services to the southern grid necessary for stability and integration of new renewable energy generation sources.
The TA was requested by the Ministry of Energy (MOE) and state Joint Stock Company Almaty Electric Power Station (ALES). The TA will help the government of Kazakhstan in its preparation of an infrastructure investment projects to support the road map on priority measures to increase the flexibility of Kazakhstan's power system. signed between the MOE, the power system operator Kazakhstan Electricity Grid Operating Company (KEGOC) and the Asian Development Bank (ADB) on 29 May 2024.
Project Rationale and Linkage to Country/Regional Strategy
Kazakhstan is taking measures to reduce emissions and reliance on fossil fuels dominated by coal. During the last two years alone only, Kazakhstan signed agreements on the development of 3,027 MW of renewable energy generation, and the government's plans are far more ambitious. The energy balance approved in January 2023 expects that by 2035, the installed generation capacity from wind will reach 5,334 MW (1,440 MW in 2023) and from solar 2,208 MW (1,306 MW in 2023). By 2035, electricity produced from renewable sources is expected to reach 20% of the total power generation.
Impact
Electricity supply from renewable energy sources in Kazakhstan increased (Concept of transition of the Republic of Kazakhstan to 'green economy )
