Description
The knowledge and support technical assistance (TA) will strengthen ADB's Accountability Mechanism provisions, procedures, and implementation to make it more effective and relevant to the evolving needs of its borrowers, project beneficiaries, and project affected persons.
The TA will support the collection and sharing of inputs from internal and external stakeholders, updating of the Accountability Mechanism Policy (2012), and roll out of the new/updated policy. Activities will be conducted through desk research, virtual and in-person consultation and information workshops, information dissemination, and production of various reports and other written materials.
Project Rationale and Linkage to Country/Regional Strategy
The ADB Board approved the Accountability Mechanism in 2003 to provide an independent and effective platform for people adversely affected by ADB-assisted projects to voice their concerns and seek solutions. The ADB Accountability Mechanism became effective on 12 December 2003, and has two complementary functions: problem-solving and compliance review. The problem-solving function helps the parties to resolve their issues through dialogue and consensus, while the compliance review function investigates whether ADB has complied with its own operational policies and procedures.
Evolving and changing landscape and contexts in the Region. The Accountability Mechanism Policy was last revised in 2012. Since then, the development landscape and stakeholder expectations have evolved significantly, presenting new challenges and opportunities for ADB and its Accountability Mechanism.
Harmonization with accountability mechanisms of other multilateral development banks. Other multilateral development banks (MDBs) have similar accountability mechanisms that undertake problem-solving/dispute resolution, and compliance review/investigation. However, there are differences in the design, scope, and operation of these mechanisms. With increasing cofinancing in ADB's sovereign and nonsovereign operations, and several complaints on cofinanced projects that reached the Mechanism, a review of the policy and its implementation will benefit from an examination how ADB can align itself with the principles and practice of similar policies in peer institutions. Harmonization/alignment will lead to efficiency and effectiveness of complaint processing and redressal.
