π Tender Overview
Scope :
The government of the federated states of micronesia (fsm) requested assistance from the asian development bank (adb) for the sustainable road infrastructure investment project. the project is intended to improve about 16.4 kilometers of rural roads and upgrade the ganir bridge to good condition, with a focus on enhanced climate-resilience measures, to improve access and enhance road safety; accelerate economic development in the states of chuuk, kosrae, pohnpei, and yap. the project aims to strengthen institutional capacity for effective management of road networks, climate and disaster risk management and planning, gender participation, and road asset maintenance rationale and design of the project have been agreed by the government.
The project is aligned with adbs strategy 2030 and pacific approach, 2021-2025; the governments strategic development plan (sdp, 2004-2023); updated infrastructure development plan (idp, 2016-2025), identifying $209.0 million worth of roads and pedestrian facility projects (19.0% of the total identified investment needs) and responds to governments "pave the nation" program which aims to address pressing social and economic infrastructure needs.
the fsm is particularly vulnerable to sea-level rise and an increase in extreme weather events, given that most of its population, infrastructure and cultural sites are based in low lying, coastal areas. furthermore, it is vulnerable to long dry spells resulting from the el ni
o south oscillation. the fsms road network is vulnerable to climate change induced risks from such sea-level rise, storm surges, increased short interval precipitation. the road network facilitates the movement of goods and services and is therefore of critical importance to the countrys economic development, as well as providing access to social services such as schools and health facilities. in addition, most of the population in the fsm lives close to the coast, and critical infrastructure including roads, schools, places of employment, port facilities, tourist facilities, power plants and airports are located primarily in the coastal zone. because of lack of adequate drainage and maintenance, the roads are degrading. since the road network has limited to no redundancy and characterized by moderate to poor conditions, improved planning focusing on sustainability and climate resiliency around transport infrastructure upgrades is critical to ensuring fsms population can connect to vital services.
