Rwanda is working to improve the quality of technical and vocational education and training (TVET) and the employability of young graduates. The Rwandan government aims to increase the number of young people in vocational training, while addressing challenges such as the cost of establishing and managing training centers and aligning curricula with market needs. In addition, the Covid-19 crisis has highlighted the lack of effective e-learning mechanisms and digital pedagogical skills among TVET teachers.
The project aims to strengthen the TVET system in Rwanda by integrating emerging technologies to improve the quality of learning. This initiative is in line with Rwandaβs goal of moving towards a knowledge-based economy. By implementing a blended learning approach, combining traditional classroom teaching and online learning, students can apply theoretical knowledge in a practical way, improving their digital and soft skills.
The project will focus on three outcomes:
improving information and communication technology (ICT) infrastructure in TVET schools;
building teacher capacity for blended learning;
improving data management for quality assessment.
The project aims for a bottom-up approach, starting with teachers and students to introduce innovative blended learning methodologies and tools, and then expanding nationally. Through strategic partnerships and a phased approach, the project seeks to create a sustainable model that can be replicated and scaled nationally.
The main beneficiaries are TVET students who will have access to higher quality education through blended learning. However, the project will directly impact TVET teachers who will receive IT infrastructure, technical training and career advancement opportunities. The private sector stands to benefit from qualified graduates, while EdTech companies can expand by providing digital learning support services. Institutional partners such as technical secondary schools and the Rwanda TVET Board will benefit from increased capacities and upgraded systems.
Expected results :
increased capacity of TVET teachers to integrate modern blended learning methods into their teaching;
improving the quality of TVET teaching through the integration of blended learning;
increased enrollment and motivation of TVET students, as the use of ICT makes teaching and learning more attractive;
improved student learning outcomes and better preparation for the demands of the job market.
The project formulation phase included the distribution of 3,000 laptops to TVET teachers. This early action demonstrates a proactive approach to equipping teachers with the necessary tools, enabling them to undertake online training on digital literacy and digital pedagogy, and establishes a solid foundation for the future success of the pr
